Welcome to the second news briefing from Blithfield Parish Council in 2024.
Anti-social behaviour in the Admaston Area: Unfortunately there has been an upturn in anti-social behaviour in the Admaston area, over the Blithfield Causeway and along B5013 towards Colton, this summer. Sgt Robbie Glanville and PC Joe Gates attended our last meeting on 11 July 2024. They are very aware of the problems we are having and are prioritising the area for patrols due to the number of reports they have received. The overriding message is ‘if you are aware of an issue, please report it’. The parish council strongly advises caution and does not advocate any form of confrontation with those who are potentially committing crime.
Admaston Telephone Box: After all the work Cllr Kevin Massey had put in to restoring the telephone box to it’s former glory, following vandalism, it was particularly sad that an attempt was made to steal the telephone box on 23 February 2024. Due to a quick thinking and ‘eagle eyed’ resident of Admaston, the theft was interrupted. The telephone box is now safely in storage and plans are afoot to return it to it’s original postion with reinforced footings.
Superfast Fibre Broadband in Admaston: The parish council along with the help of resident Jon Wood continue to apply pressure where ever possible. We have reason to be hopeful that the work required to upgrade Admaston to Superfast fibre broadband will be contracted by the end of the summer. The parish council are very aware how frustrating this ongoing situation is.
Defibrillators: Paul Riley has been the custodian of the 2 parish defibrillators, situated by Admaston Village Hall and in the Newton telephone box, for a number of years. He has asked us to find someone to work with him in the short term, with a view to taking over the responsibility at some point in the future. Paul checks that the defibrillators are in working order once a month and reports this online when he has done it. Litter Picking: It is hoped to arrange a litter picking event across the parish soon, with the support of East Staffordshire Borough Council who will supply the necessary equipment. We will need volunteers, please. Further details to follow.
Garden Waste Collection: East Staffordshire Borough Council have confirmed that they are introducing an ‘opt-in’ subscription based garden waste collection service, meaning only those who choose to pay to use the service will have their brown bin emptied. D-Day 80th Anniversary Commemoration: On Sunday 9 June 2024 following the commemoration events of the 80th Anniversary of D-Day, Jim and Alison Ross, who live in the parish of Blithfield, laid a wreath in Normandy on behalf of the parish. It was lovely that we could pay this tribute to those who lot their lives that day, and we are very grateful to Jim and Alison for enabling this to happen.
Next Parish Council Meeting: The next meeting of the Parish Council will be at Admaston Village Hall on Thursday, 12 September at 7pm. All are welcome and if parishioners have any matters to raise please contact a member of the Parish Council or the Parish Council Clerk.

Laying of Wreath in Normandy to commemorate the 80th anniversary of D-Day
D-Day 80th Anniversary
On Sunday 9 June 2024 following the commemoration events of the 80th Anniversary of D-Day, Jim and Allison Ross, who live in the parish of Blithfield, laid a wreath in Normandy on the behalf of the parish.

The parish council were very pleased to be able to commemorate D-Day in this way and show our gratitude to those that lost their lives and made so many sacrifices for our freedoms today.

Much continues from my report last year with other issues sent to try us.
The effects both financial and health of the pandemic and ongoing Ukrainian war with
the resultant inflation are still here with the recent wet weather on top. As we approach
a General Election our minds will focus on how we tackle these issues, and with
straightened finances we will have to prioritise efforts to deliver essential services.
The County Council Election will be next May and Uttoxeter Rural Division is changing.
After representing Abbots Bromley for 37 years, it is a sad farewell. East Staffordshire
gains an extra County Councillor around Burton while Tamworth loses one, reflecting
house building and population changes. Uttoxeter Rural Division gains some of the new
houses to the west of Uttoxeter in place of Abbots Bromley. With effective lobbying
Blithfield has maintained its connections rather than be subsumed in Needwood which
Abbots Bromley joins with Barton under Needwood, Yoxall and Hoar Cross.
The constant wet weather since October has plagued us with flooded houses, roads and
road suffering from potholes and deteriorating faster than normal. Thankfully the
county council is in a far better position than most councils, with a balanced budget for
the next 5 years. This has meant we can invest £50 million more in our roads, with £2
million immediately to get on top of the damage caused by the weather. Please bear
with the highway teams as they go about their business. You can check on road works at
Causeway one.network one.network.org. Council tax has increased by 1.99% for the
council and 3% for social Services, which continues to take over 66% of the county
council’s budget. We are still one of the lowest county council taxes in England.
I still have a busy life farming at Abbey Fields in Rocester and a governor on South
Staffordshire College Board and Rocester Parish Councillor, as well as Health Scrutiny,
Pensions Committees and representing local government on the Rural Services Network
and National Growth Board. I am also an accredited LGA Member Peer who help other
councils with reviews, mentoring and coaching.
With the ongoing changes in agriculture and the end of Basic Payment Scheme there
has been a lot of work behind the scenes understanding the policy changes along with
prices fluctuating beyond many people’s experiences, particularly in commodity prices,
energy and supply costs along with fluctuating prices. Watch food prices after harvest.
Our thoughts have also been with King Charles III and the Princess of Wales with their
ongoing battles with cancer. This is a time to come together as a nation and celebrate
what makes our United Kingdom a great country.
Community Fund 2023
Across Staffordshire we continue to see incredible acts of generosity and courage along
with the volunteers, communities, neighbours, and businesses, stepping up and doing
their bit to keep people safe, fed, and healthy.
Each County Councillor has up to £2,500 to allocate. This can be spent in smaller
amounts and there is no set minimum. County Councillors are also able to jointly fund
projects which work across their local areas, or even to fund projects working
districtwide or countywide.
The focus of the Community Fund feels right, and there is no proposed change to the
focus for this year; it will again align with the principles of SCC’s #DoingOurBit
campaign. This means that it will support projects aimed at helping residents look after
themselves, the people around them, and the places where they live.

Road Fatalities in 2023
We have had a spate of accidents that have sadly resulted in fatalities, and we await the
Coroner Reports. The first was on the B5030 with a head on crash, two motorcyclists
had a head on collision near the Marsh Tea Rooms on the B5013 followed by a collision
between a motorbike and a school bus nearby at the Rugeley Turn and B5013/4
junction. Finally, a van ended up in the Blythe at Burndhurst Mill after hitting a lorry.
The bridge is being repaired. I cannot foretell what the Coroner will say, however I am
pressing the County Council on drawing up potential and appropriate solutions at each
place.
Watery Lane Crossroads, Kingstone
Plans are in place after the initial survey work funded by my Divisional Highways
Programme fund. Kingstone WI have gained £25,000 from ESBC with Cllr Colin
Whittaker’s help. Uttoxeter Rural and Kingstone Parish Councils along with the County
Council have agreed to fund alterations to this crossroad. The project will be delivered
in this financial year with the free dedication of the land by the landowners to facilitate
the project. Thanks to all of them and all involved for in delivering a unique project.
A50/A500 Growth Corridor update
While Project A as it is known is completed and is a major piece of engineering and a
huge success and delivering many economic benefits, while also improving road safety,
there is more to be done. With funding released from the cancellation of HS2, the
county council must work with the other local authorities involved to get to the next
stage of this project. The latest idea is a flyover at Uttoxeter with the roundabout
beneath allowing the A50 to flow freely over the junction with traffic joining from the
roundabout below. The Festival Park or Hanford junctions are good examples.
More work is ongoing on Digital Working and Superfast Staffordshire Website shows
when New Broadband will arrive. North Staffordshire has a project with Connect Fibre
and Mary Freeman is their liaison. You can find when and where the faster fibre
broadband will be available at the Superfast Staffordshire website

With the copper network disappearing and more people working from home because of
the pandemic, the need for 5G and faster broadband has become even more pressing. It
is a good job we have done what we have, but there is more needed.

Uttoxeter Quarry
We have been successful to have restrictions to journey travel and timings of
importation of scalping’s into Uttoxeter Quarry for washing. Thanks to the Parish
Councils involved for their lobbying efforts. There is a time limit on these activities
which needs to be monitored.
The next stage is the delivery of the Sports Hub with ongoing bids this year.
Blithfield Reservoir
After complaints from residents and Blithfield Parish Council a Section 53 notice has
been placed on the causeway allowing the Police to confiscate vehicles being used for
racing or cruising. The damaged sign has been replaced and drivers prosecuted.
This is a great example of partnership working by SCC, ESBC, Police and residents.
Fauld Mine
The operators at the Mine have restarted the liaison committee and it is worth noting
they have a community fund that has helped Renew Church in Uttoxeter. The material
they mine is now being added to the cement at Cauldon Low. This is some 200,000
tonnes a year. This is a hidden gem who are willing to work with our community.
Marchington Flooding
Kate Kniveton MP called a meeting involving the Environment Agency, Severn Trent and
SCC Highways to explain what they are doing. Marchington has a Section 19 Flood Plan
which they all should be delivering to. Some interesting facts came up at the meeting
which explained some of the problems. However, we can’t dodge the weather is
changing and causing issues not in plain sight such as carers not being able to make
visits when roads are impassable.
Looking to the future
Much more than this is happening in the Uttoxeter Rural area and there is always
something that needs my attention, particularly blocked gullies and collapsed drains.
Many of our rural roads were designed when modern traffic volumes were not even
dreamt of.
With electric vehicles a looming issue is the National Grid capacity to provide enough
capacity for electric cars and heat pumps. I attended a National Grid meeting last
November when they made stakeholders attending aware of their issues in changing
the grid and a EV meeting in London where we discussed the imminent changes. This is
on top of housing we need for our communities.
All these issues need a rural slant to them alongside the majority urban one.
As the Staffordshire representative on the Rural Services Network, I ensure our voice is
heard, as we are a peri urban area, a rural area on the edge of large urban areas and as
a result can be easily forgotten. And that is the reason most of us chose to live in
Uttoxeter Rural.

Blithfeld News Spring 2024
Welcome to the first news briefing from Blithfield Parish Council in 2024.
Action on Reservoir Causeway Racers: The S59 signs erected close to the Blithfield Reservoir Causeway have improved the situation regarding the anti-social behaviour in the area. Unfortunately the issue has partially moved to the Admaston lay-by which is not encompassed by the signs. The parish council continues to apply pressure to the various partners in the hope, further action can be taken.
New PCSO The Needwood ward of which Blithfield is a part, has a new PCSO, PCSO 30170 Chris Edwards, he can be contacted by email christopher.edwards@staffordshire.police.uk. We are grateful for the help we received from PCSO Tim Leathers who has now moved on. You can find lots of information regarding crime and also report it on Staffordshire Police’s website https://www.staffordshire.police.uk/
There has been a spate of farm and rural related crime in the area. PCSO 16930 Lucy Hadfield email lucinda.hadfield@staffordshire.pnn.police.uk, is the Rural and Wildlife coordinator. She will carry out free security checks and offer advice to farms and small holdings if requested.
Admaston lay-by and telephone box: The telephone box has now been repaired following vandalism and is looking very smart. Councillor Kevin Massey spent many hours on this and we thank him for his pain staking efforts. He will tidy up the Newton telephone box, over the summer when the weather is better and time permits.
White lines have been repainted on the road at the end of the lay-by, we have not however, managed to get ‘Giveway’ signs erected.
Superfast Fibre Broadband: Since Newton and Dapple Heath were upgraded to superfast Broadband, the government have removed the voucher scheme which was in place. There are a number of hurdles, which have stood in the way of Admaston being upgraded so far. Contact has been maintained with Openreach and Staffordshire County Council and some news is expected in April 2024. It is unlikely anything is going to happen quickly, but we will continue to maintain pressure and communication as appropriate, and hope we have some good news soon. We are very grateful to Jon Wood, who continues to assist us with this matter.
Defibrillators: To register your interest in a training session during summer 2024, please email the parish clerk. Remember the defibrillators can be found in the phone box at Newton and outside the village hall in Admaston.
Potholes: The poor state of the roads in the parish has been noted by the parish council. Although this is a national problem, we are trying to open a dialogue with the Highways division of the County Council in the hope we can apply pressure to get some of the worst problems repaired. The parish clerk regularly reports pothole and highways issues to the Council. You can also do this yourselves by using the link https://www.staffordshire.gov.uk/, click on ‘Highways’ and then ‘Report’.
Litter Picking: It is hoped to arrange a litter picking event across the parish during the Spring, with the support of East Staffordshire Borough Council who will supply the necessary equipment. We will need volunteers, please. Further details to follow.
Dog Fouling: You are reminded that dog fouling is an offence. We urge you to please clean up after your dog not only around houses but when using public footpaths on farmland too. Dog poo can be a danger to farm animals too.

New 24/7 advice line to access hospice care
A new telephone line has been launched in Staffordshire and Stoke-on-Trent to make it easier for patients, relatives and health care professionals to access palliative and end of life care advice.
The new number is now live and is 0300 561 2900 and is supported by specialist clinicians.
Specialist palliative care services are provided across the area by four organisations: Douglas Macmillan Hospice in Stoke-on-Trent; Katharine House Hospice in Stafford; St Giles Hospice near Lichfield, and Compton Care in Wolverhampton. They currently have four different adviceline numbers which operate at different times of the day and night.
The new number will allow patients and healthcare professionals to obtain help and advice 24 hours a day, seven days a week.

Aura Power is working on a solar farm proposal on land to the south of
Newton. They are offering an online public consultation event as well as an
in-person public exhibition to present their plans to the wider community
and listen to feedback. Both events provide a platform to learn more about
the proposal and ask questions direct to the project team.

Concessionary Travel
Staffordshire County Council in partnership with the Department of Transport are promoting Concessionary Bus Travel for older and disabled people who live in Staffordshire.
Sadly we have no buses stopping in the parish at present, but this information may be useful to you if you are travelling outside the parish.

CPRE’s Hedgerow Hero’s Project
CPRE Staffordshire, the countryside charity, has recently received funding from national CPRE’s Hedgerow Heroes project. We have ambitious plans to plant up to 4km of hedgerow around Staffordshire over the autumn and winter.
We are now on the look-out for suitable sites where we could organise volunteer planting events. If your parish council is aware of any land that might be suitable for hedge-planting, please do get in touch. Our funding would cover the cost of whips, tree guards, stakes, and tools. We would provide risk assessments and landowner partnership agreements and would be able to help with publicity and social media.

maintenance of Lea Lane in Newton are satisfied that it is necessary to close to all vehicular traffic that length of Lea Lane from
the junction of Newton Lane to the junction of Newbuildings Farm for a period of 21 days from the date of this Notice
because of the likelihood of danger to the public during repairs on leaking water main being undertaken by South Staffs Water.
Access will be available for pedestrians and for vehicles being used in connection with the works and for emergency services

The Coronation of King Charles III – Blithfield Parish Celebration
On the afternoon of Monday 8 May 2023, around 140 members of our parish along with their friends and families came together at Admaston village hall to celebrate the Coronation of King Charles III.
The hall and marquee were decorated with bunting and looked fantastic.
Unfortunately the weather was a little damp, so the children’s games we had planned to hold outside in a garden, on School Lane, were swiftly re-organised and held inside the hall, along side a very popular craft table and Best Crown competition. There were some wonderful creations and the children all had a great time.
All the children of the parish have received Coronation mugs since the event..
Once the children’s activities were complete, the hall and the marquee, erected in front began to fill up. Drinks and chat were enjoyed followed by a hog roast and beautiful homemade cupcakes decorated with Coronation motifs.
As the we finished eating, Lola Lamour started to sing, she worked hard to keep us entertained, in the marquee and the hall, and as always she did a wonderful job and we all thoroughly enjoyed ourselves.
The parish council would like to extend their thanks to the many people who helped make this event such a success. In particular we are very grateful to Cawarden Brick and Tile Company for their support.

ESBC councillors Bev Ashcroft, Vicki Gould and Jacqui Jones are very grateful for the support we received from our electorate on 4th May and will do our absolute best to represent all the residents of this new ward, Bagots and Needwood.
In this area it was a very positive result but obviously we are incredibly disappointed that the Conservatives group have lost control of the Borough Council. This will make some aspects of our role much more difficult but we can do our best to help with planning or licensing issues, fly tipping, dog fouling, bin collection, open spaces and the other services provided by ESBC

Defibrillator Training
Blithfield Parish Council and Admaston Village Hall Committee have arranged a free defibrillator training sessions on Friday, April 14 and if any parishioner wishes to attend they should send an expression of interest to council clerk Fiona Shipley at Blithfieldpc@gmail.com, with names, address, phone numbers and email address as soon as possible. It would also be helpful if applicants could state if they have any knowledge, no matter how limited, of defibrillators or have none.
There will be two trainers in attendance led by Abbots Bromley’s lead First Responder Rob Stevenson to whom the parish council and hall committee are very grateful for volunteering time and expertise.
The training will start at 7.30pm and each participant will be issued with an easy to follow paper guide, compiled in conjunction with the manufacturers, on completion of the training.
We have had two defibrillators in the parish for a number of years, one on the wall at Admaston Village Hall and the other in the old red telephone kiosk at the top of |Manor Lane in Newton. Both are checked regularly by our parish defibrillator co-ordinator Paul Riley.
Applications to participate will be treated on a first come first served basis and if we are oversubscribed we will try to arrange another session.
Next Parish Council meeting: The next meeting will be at Admaston Village Hall on Thursday, May18 at 7pm. All are welcome and if you have any matters to raise please contact a Parish Councillor or the Parish Council Clerk.
Local elections: There will be local elections, including for the parish council (depending on the number of candidates) on Thursday, May 4. All voters will have to produce photo ID to vote.
Coronation celebration: Please make a diary note of the parish celebrations of the coronation of King Charles 111 at Admaston Village Hall on Monday, May 8. Children’s sports and competitions, starting at 3pm will be followed by a hog roast and entertainment by Lola Lamour starting at 5.30pm. Further details of where to get your tickets will be circulated shortly.

WHAT DO LOCAL COUNCILS DO?
Your local (parish and town) council has overall responsibility for the wellbeing of your local community. Their work falls into three main categories:
- Delivery of services
- Improve quality of life for residents
- Give communities a democratic voice
Local councils run numerous services, depending on the size of the council. Many you will see day-to-day, but some are less known. These include introducing solar panels, setting up dementia-friendly groups, organising community buses, creating neighbourhood plans, implementing suitable housing, establishing youth projects, managing allotments and open spaces, maintaining footpaths, public seating and litter bins.
BECOMING A LOCAL COUNCILLOR
As a local councillor you can become a voice for your community and make real change. Local councillors are the champions of their community who invest time in local projects and issues to the benefit of residents and the neighbourhood.
Local councillor responsibilities fall into three main categories:
- Decision-making
- Monitoring
- Getting involved locally
Local councillors attend to local needs of residents, local groups and businesses, make decisions on local services, collaborate with district and borough councils to adhere to local needs, and progress vital projects to invest in the future of the community.
CAN I STAND FOR ELECTION?
To stand for election to a local council you must be:
- A UK or Commonwealth citizen; or be a citizen of the Republic of Ireland; or be a citizen of another Member State of the European Union
- At least 18 years old
- An elector of the local council; or in the past 12 months occupied land or other premises in the area the local council serves (as owner or tenant); or work in the area local council serves (as your principal or only place of work); or live within three miles of the local council boundary

New Method to Contact Police

From 07.00 Monday 7th January, we’re changing the way the public and businesses can contact us as part of our commitment to ensure we help people as quickly, and in the best way we can from he moment they get in touch with us. The change will mean that the public and businesses will no longer be able to report crime on Facebook or Twitter, but will be able to speak to a Force Control Room Operator 24/7 via a new ‘LiveChat’ option via our website (www.staffordshire.police.uk). They will also be able to continue to report crime directly on our website. It has been brought in as we continue to look at better ways of responding to the public and businesses, while also ensuring that what they tell us is communicated to who needs to know within the organisation as quickly and efficiently as possible. It will mean that, from the moment a LiveChat is starter with us, a dedicated Force Control Room Operator will be across that case and will be responsible for making sure what the public and businesses are talking to us about is dealt with in the most appropriate and proportionate way. The LiveChat function also enables those with hearing and physical impairments to be able to report a crime or incident directly to a Force Control Room Operator. It is hoped that this change will enable us to reduce waiting times on our non-emergency 101 service, as well as provide clear instructions on how best people can get in touch with us. We will also be able to signpost to other agencies more efficiently as Force Control Room Operators can direct people to the best person to speak to about their concerns straight away.
Please can you distribute this change to as many people as possible if they ask how best to contact Staffordshire Police. I will update a number of our repeat callers with this information so they are prepared for this change on the 7th. Once again if you receive any information from the Public that needs to be passed to the Police, can you advise them that the best and most direct approach to finding a resolution is to contact us directly via this new system. 101 will still be available should people be unable to access the internet or feel more comfortable on the phone.
